Ousmane Diagne joined Groupe Supdeco Dakar in 2012, where he obtained a Master’s degree in Human Resources. Since then, he has distinguished himself with an exceptional career in Human Resources, assuming increasing responsibilities within major international institutions.
Early career in Canada (2009-2012)
Ousmane began his career in 2009 with Employment and Social Development Canada (EDSC) in Ottawa as an HR Agent. For three years, he served as the primary point of contact for various client groups regarding HR services, including advising on recruitment needs, the legislative framework and HR procedures. His listening skills and expertise quickly set him apart within the organization.
CitiBank: Head of HR (2012-2019)
In 2012, Ousmane joined Citibank in Dakar as Director of Human Resources. In this role, he is responsible for managing compensation, benefits, and monitoring annual evaluations. As a team leader, he oversees the implementation of the labor code, talent development, and plays a strategic role in employer-employee relations, strengthening the ties between employees and the organization. Between 2012 and 2014, he also held the role of HR Generalist, where he assisted the HR Manager in implementing HR policies and ensured business continuity in his absence.
International Finance Corporation (2019-2023)
In 2019, Ousmane joined IFC (International Finance Corporation) in Washington, DC, as an HR Business Partner. In this position, he is involved in implementing talent management strategies, supporting diversity and inclusion initiatives. He works closely with leaders to develop innovative HR solutions that address the organization’s complex challenges, helping to improve overall team effectiveness.
World Bank: Senior HR Partner (2023)
In July 2023, Ousmane moved to the role of Senior Human Resources Business Partner at the World Bank. Based in Washington, he continues to advise and support managers on talent management, employee engagement and HR process optimization. His expertise allows him to play a key role in improving the institution’s HR policies and practices.
Islamic Corporation for the Development of the Private Sector (ICD) (From February 2024)
Since February 2024, Ousmane has served as Global Director of Human Resources and Growth at ICD in Jeddah. As a strategic leader, he is responsible for driving talent development, fostering a culture of innovation and growth, and aligning HR strategies with organizational goals. His dynamic vision and commitment to inclusion position human resources as a fundamental pillar of organizational success.
