Decentralization: Mr. Alioune Ndoye, Mayor of Dakar-Plateau at Supdeco’s Friday Talks

As part of the Vendredis de Supdeco, Groupe Supdeco Dakar organized a conference-debate devoted to the theme: “Assessment and Prospects of Act 3 of Decentralization: The Case of the Municipality of Dakar-Plateau.”

The event, held at the Chambre de Commerce, d’Industrie et d’Agriculture de Dakar, brought together an audience of experts, students, municipal councilors, a member of parliament, and several institutional stakeholders engaged in issues of territorial governance.

Mr. Alioune Ndoye, Mayor of Dakar-Plateau, delivered an in-depth analysis of the progress and challenges related to the implementation of Act 3. He emphasized that decentralization should not be viewed merely as an administrative reorganization or territorial restructuring, but rather as a structural reform aimed at redefining the pact between the State and its citizens. According to him, the central objective remains bringing public decision-making closer to local realities in order to enhance its relevance, effectiveness, and legitimacy.

More than a decade after its adoption, the assessment presented was nuanced. The reform has strengthened the institutional visibility of local authorities, consolidated the democratic legitimacy of local executives, and encouraged investment dynamics in several municipalities. However, challenges persist, particularly regarding financial transfers, local technical capacities, coordination of responsibilities, and territorial balance.

Using Dakar-Plateau as an example, the Mayor highlighted the efforts undertaken to modernize municipal management, professionalize the local administration, and improve budgetary performance. He underscored the significant evolution of the municipality’s finances over the years, illustrating the transformative potential of structured, results-oriented local governance.

Discussions with students were a key highlight of the event. Their questions focused on the financial sustainability of local authorities, territorial equity, and prospects for improving the institutional framework—reflecting their strong interest in public policy and territorial leadership issues.

Through this edition of the Vendredis de Supdeco, the institution reaffirmed its commitment to creating a space for dialogue between public decision-makers, elected officials, and future leaders, while training professionals capable of understanding the country’s major institutional reforms.
